Most video stream portals use Adobe Flash Player to stream videos. If Adobe Flash is old, or somehow corrupt, missing, you might encounter YouTube video stuttering problem.If this is the case, you can install the latest Adobe Flash on your computer to solve this issue.
Here’s how you can do it:
Go to the official Adobe Flash Player download website.
Click Install now. The .exe installation file would then be downloaded automatically.
Double-click the downloaded file. Then follow the on-screen instructions to complete the installation.

Follow to disable hardware acceleration on your browser: (Here take Google Chrome as example.)
Go to Settings in the More options menu on Chrome.
Click Advanced at the very bottom.
Disabled Use hardware acceleration when available by switching the icon to grey.
